This is on a new-to-me Samsung NP355 laptop with fresh installation of windows 8. No antivirus. I checked task manager to see if any processes are using bandwidth in the background. Nothing is.
I have cleared DNS cache and temp files, reinstalled windows drivers for LAN and Wireless adapter, tried manufacturer supplied drivers, and even tried older archived drivers for both wireless and LAN adapters. I have power cycled the modem/router unit.
My other laptops (windows 7) are seeing proper 8mb speeds. I contacted att to see if there was some incompatibility with windows 8 and my modem. They were not terribly helpful.
I also added the registry key to disable the 20% bandwidth reserve limiter that is default on windows 8. Nothing I have done has changed the speeds significantly, so I have run out of options I can think of. What else could be the issue? Laptop specs are as follows:
Samsung NP355v5c
Windows 8 Home
1.9mhz AMD A8 CPU
Atheros AR9485 wireless adapter
Realtek PCI Network Controller

UPDATE: In safe mode with networking, I can only use ethernet (no wifi), but speeds are up to 8mbps as they should be. Upon restart to normal mode, speeds are back down to ~2mbps. The router and modem are one unit so I can't really isolate them, but ATT did offer to replace the unit. It operates my two other laptops, smartphones, and xbox 360 without a hitch, so what could cause one laptop perform differently?
SOLUTION: AMD Catalyst manager's streaming feature was the problem. After disabling that aspect of the software install, the internet speeds went back to normal.
